BPC portal (Victoria)

The BPC portal is the Victorian Building and Plumbing Commission's online interface for registration, renewals, CPD, and DBI lodgement (formerly the VBA portal).

The BPC portal is the online interface of the Victorian Building and Plumbing Commission (the BPC), the single state-side gateway for licensed builders and plumbing practitioners in Victoria. It replaces the older VBA portal as the day-to-day system for registration, renewals, CPD lodgement, and Domestic Building Insurance (DBI) purchase per project.

What it is

The portal sits at bams.vba.vic.gov.au during the transition from the VBA to the BPC (verified 2026-05-29, per the live BPC article). The unified BPC portal is being progressively developed; in the meantime, the BAMS-branded system continues to handle the practitioner-facing workflow under the BPC’s authority.

What routes through it

For a registered builder in Victoria, the portal handles:

  • Initial registration and category-level applications.
  • Five-yearly renewals, the headline obligation (see builders licence renewal VIC).
  • Annual fee and insurance evidence uploads.
  • CPD activity lodgement against the annual hours requirement.
  • DBI (Domestic Building Insurance) purchase per project via the BuildVic distribution platform that issues DBI under the BPC framework.
  • Disciplinary correspondence and notices.

The portal is the audit trail: every renewal, fee, CPD record, and DBI policy lives in the file the BPC sees.

Why it matters

For a Victorian builder, the BPC portal is the licensing system, not a website to occasionally visit. Three practical points:

  • One login, multiple obligations: registration, CPD, and DBI all flow through the same account. Lost credentials mean lost access to renewals and DBI lodgement at the same time.
  • DBI per project: Victorian DBI is purchased per residential project, not as an annual policy. The portal is where each project’s policy is issued before work begins, which is the certificate the contract and client rely on.
  • Transition watch: the system is being unified post-BPC commencement (1 July 2025). Builders may see “BAMS” or “VBA” branding on portal screens still; the legal authority sits with the BPC.
