The BPC (Building and Plumbing Commission) is Victoria's combined building regulator, dispute resolution body, and domestic building insurer from 1 July 2025.
Ask Chalkline about this →The Building and Plumbing Commission (BPC) is the Victorian government agency responsible for registering and licensing building and plumbing practitioners, resolving domestic building disputes, and administering Domestic Building Insurance (DBI). It commenced operations on 1 July 2025, absorbing three predecessor bodies: the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV), and the domestic building insurance function of the Victorian Managed Insurance Authority (VMIA).
For registered builders, the BPC manages all aspects of the registration lifecycle: initial registration, five-yearly renewals, annual fee and insurance checks, fitness and propriety assessments, and disciplinary proceedings. The BPC portal (bams.vba.vic.gov.au) is the primary interface for lodging renewal applications and managing insurance documentation. During the transition period, services remain accessible via existing VBA and BPC websites while a unified BPC portal is developed (verified 2026-05-08, bpc.vic.gov.au).
