Overview

Victoria’s Building Act 1993 §170 calls it “registration” rather than “licensing”, but the concept is the same as every other state’s builder licence: a statutory authority to contract for and supervise residential building work. This article uses both terms interchangeably; the official Victorian instrument is registration.

Builder registration in Victoria is issued (and renewed) by the Building and Plumbing Commission (BPC), which absorbed the former Victorian Building Authority (VBA) on 1 July 2025.
