VMIA (Victorian Managed Insurance Authority)
VMIA was Victoria's Domestic Building Insurance administrator from 2010 to 30 June 2025. From 1 July 2025 the DBI function sits with the BPC.
Ask Chalkline about this →The Victorian Managed Insurance Authority (VMIA) is the Victorian Government’s owned insurer, established under the Victorian Managed Insurance Authority Act 1996. For residential builders, VMIA is best known as the former administrator of Domestic Building Insurance (DBI) for Victorian residential building work between 2010 and 30 June 2025.
The DBI role has moved. From 1 July 2025, DBI eligibility, policy issue, and claims administration sit with the Building and Plumbing Commission (BPC), which absorbed the function as part of the VBA/DBDRV/VMIA consolidation. Builders today apply for project-specific DBI eligibility through the BPC portal, not VMIA.
What VMIA still does. Outside the DBI scope, VMIA continues to provide insurance and risk advice to Victorian Government departments and agencies (workers compensation, public liability, asset and motor cover for state entities). This is not work residential builders interact with.
Why the name still shows up. Builders working on Victorian residential jobs will continue to encounter VMIA references on:
- Pre-July 2025 DBI policies that remain active until expiry.
- Old contracts and templates that reference VMIA as the DBI insurer.
- HIA and MBA contract clauses drafted before the BPC transition.
- VBA legacy paperwork that pre-dates the BPC consolidation.
Where a current contract names VMIA as the DBI insurer, the practical effect is that the BPC administers the policy from 1 July 2025. The named-insurer reference is a transitional artefact, not a current administrative relationship.
For new builds, use the BPC channels and the Victorian DBI guide for the current eligibility process. References to “VMIA-issued DBI” or “VMIA approval” on older documents now mean the BPC.
