Principal Certifier (NSW)
The Principal Certifier (PC) is NSW's statutory certifier, appointed by the owner to run critical stage inspections and issue the Occupation Certificate.

The PC is a private registered certifier or a council, never the builder.
What the PC does
- Runs the mandatory critical-stage inspections (slab pre-pour, frame, waterproofing, final) and signs each off before the next stage proceeds.
- Issues the Occupation Certificate (final or interim), and the Construction Certificate where also acting as CC certifier.
- Can issue stop-work or rectification orders for departures from approved plans (verified 2026-05-28, Service NSW).
Who appoints the PC
The owner, not the builder. This is a statutory line: the builder is not allowed to appoint or influence the choice (verified 2026-05-28, NSW Government). Appointment is lodged via the NSW Planning Portal; without a recorded PC the build cannot lawfully commence. Appointing a CC certifier is a separate Portal action; the two can be the same firm but they are two appointments.
PCA versus PC
“PCA” (Principal Certifying Authority) was renamed to Principal Certifier (PC) under the 2019-20 EP&A Act reforms. Same role; older contracts and council templates still use PCA.
For a builder
- Do not promise the PC. It is the owner’s appointment.
- Book each inspection 7 to 10 days ahead; the PC’s diary is the gating constraint.
- Keep every sign-off in the handover pack; a missing CSI record blocks the Occupation Certificate.
