A Notice of Intention (NOI) is the pre-work notification a WA licensed plumber lodges with Building and Energy (Department of Energy, Mines, Industry Regulation and Safety) before commencing notifiable plumbing work under the WA Plumbers Licensing and Plumbing Standards Regulations 2000. It is paired with the Certificate of Compliance (CoC) lodged at completion. Together they form the WA equivalent of the NSW Notice of Work and CoC pair.

When it is required

A NOI is required for notifiable plumbing and drainage work, the categories the WA regulation specifies. The common residential triggers:

  • New connections to a water service.
  • Drainage installation or alteration connecting to sewer.
  • Sanitary fixture work.
  • Hot water and gas-related plumbing within the licensed plumber’s scope.

Minor maintenance and like-for-like repair often falls outside the notifiable categories, but the licensed plumber on the job is responsible for the call.

How it works

  • Plumber lodges the NOI with Building and Energy before work starts. The notice records the location, the licensed practitioner, and the type of notifiable work.
  • Work proceeds under the licensed plumber’s responsibility.
  • At completion, the plumber lodges the Certificate of Compliance certifying that the work meets AS/NZS 3500 and the relevant standards.

The NOI + CoC pair is the audit trail Building and Energy uses for compliance monitoring and that the WA building approval process can rely on for plumbing sign-off.

Why it matters

For a builder on a WA residential job, the NOI is the plumber’s responsibility, not the builder’s, but the same two practical points apply as in NSW:

  • Coordinate the timing: lodge before starting notifiable work; late lodgement is a breach that can surface as a certifier query.
  • Get the CoC at handover: the matching CoC closes the plumbing file. Include it in the handover-pack checklist.
