The GTO remains the legal employer throughout; the host employer provides the work, supervision, and on-site training environment. Builders who want apprentice labour without taking on full employment obligations engage a GTO, pay an hourly rate covering the apprentice’s wages and oncosts plus the GTO’s margin, and carry the supervision duty but not the payroll.
