GITA (Geotechnical Inspection and Testing Authority)

GITA (Geotechnical Inspection and Testing Authority) is the on-site supervisor required under AS 3798:2007 to certify controlled fill placement.

A GITA (Geotechnical Inspection and Testing Authority) is the qualified person or organisation appointed to provide on-site supervision and testing of earthworks fill under AS 3798:2007 (Guidelines on earthworks for commercial and residential developments). Under AS 3798, controlled fill (fill placed and compacted under geotechnical supervision) must be certified by a GITA at Level 1 or Level 2 depending on the complexity and risk of the earthworks. Level 1 supervision involves full-time on-site presence during fill placement, compaction testing to Proctor standard, and a written compliance report at completion.

The GITA is not the earthworks contractor: the contractor places and compacts the fill; the GITA independently inspects and tests it. On a residential site, if fill goes under a footing or slab without a GITA compliance report, the site cannot be treated as having controlled fill under AS 2870:2011 (Residential slabs and footings), and the site classification may default to Class P, requiring full engineering design of the foundation.
