Controlled fill

Controlled fill is compacted earthworks placed under geotechnical supervision per AS 3798:2007. Required under footings to avoid Class P classification.

Controlled fill is fill material placed and compacted under Level 1 geotechnical supervision per AS 3798:2007, with a Geotechnical Inspection and Testing Authority (GITA) on site and a compliance report issued at completion. Also called engineered fill or structural fill. It is the required standard for any fill that will support footings or a slab on a residential site.

Fill placed without AS 3798 Level 1 supervision, or pre-existing fill with no compliance documentation, is uncontrolled fill. Under AS 2870:2011, a site with uncontrolled fill cannot use the standard deemed-to-comply slab tables: the site classification defaults to Class P, requiring full engineering design for the foundations.
