A certificate of consent is issued by the Victorian Building and Plumbing Commission before an owner-builder can apply for a building permit on work above $16,000.
Ask Chalkline about this →A certificate of consent is a document issued by the Victorian Building and Plumbing Commission (BPC) that authorises a property owner to act as an owner-builder for domestic building work. It must be obtained before applying for a building permit on work valued above $16,000, under Building Act 1993 (VIC) s 25 (verified 2026-05-09).
To be issued a certificate of consent, the applicant must own the land, intend to reside in the completed dwelling, complete the VBA owner-builder eLearning assessment, and hold a current construction induction training certificate. Only one certificate is issued per person in any five-year period (different properties). Processing typically takes approximately 45 business days once all documentation is provided.
