AS 5203: the test standard for child window restrictors

AS 5203:2016 sets the test sequence for child window restrictors and safety screens, called up by NCC Housing Provisions Part 11.5.

What the standard covers

AS 5203 specifies performance criteria and test sequences for:

  • Restrictor devices — cable restrictors, scissor restrictors, and friction-stay limit pins that cap the window opening at 125 mm.
  • Barrier screens — structural screens tested as a fixed barrier in place of a separate device.

The core test pushes a 125 mm diameter sphere against the restricted opening under 250 Newtons of force; the assembly must prevent passage both during and after loading (verified 2026-06-11, Remsafe). Results are specific to the window type and size tested — awning, casement, and sliding windows each require their own test result.

A standard fly screen does not satisfy AS 5203. Only a screen specifically tested to this standard qualifies.

NCC call-up

Class 1 buildings (houses): the ABCB Housing Provisions Part 11.5 requires any window restrictor or barrier screen fitted to a Class 1 building to comply with AS 5203:2016 where the opening is 2 m or more above the surface below and can open wider than 125 mm.

Class 2 buildings (apartments): NCC 2022 Volume One carries an equivalent provision for Class 2, referencing the same standard.

For a builder

Specify restrictors that carry a test certificate to AS 5203:2016 for the window type being installed. Manufacturer stickers are not sufficient — the accredited-lab certificate is the defects evidence trail.
