AS/NZS 2589 defines five finish levels for plasterboard, from rough (Level 1, behind cabinetry) to skim-coat smooth (Level 5, critical-light or gloss paint).

LevelWhere to use
Level 1Concealed areas (behind cabinets, above ceilings)
Level 2Backing for tile or other applied finishes
Level 3Heavy-texture finishes
Level 4Standard paint-grade walls and ceilings (typical residential)
Level 5Critical-light walls, high-gloss paint, large unbroken expanses

Specify the level in the contract or scope. “Paint-ready” without a level number is the most common source of plasterboard finish disputes at PCI.
