  • Performance Solutions at BAL-FZ. Most BAL-FZ Performance Solutions are prepared by a fire engineer (SFS-registered, chartered) rather than a BPAD-2 consultant. BPAD-3 holders can prepare BAL-FZ Performance Solutions, but the fire engineer often leads the engagement because of the Class 2 / commercial overlap.
  • AS 3959-compliant construction detailing on the drawings. That is the architect’s or draftsperson’s job, using the consultant’s BAL rating as the input.
  • Sprinkler system design. Where a sprinkler-based Performance Solution is used (residential bushfire sprinklers, BAL-FZ window protection), the hydraulics design is a hydraulic / fire-services engineer’s scope.
  • Annual maintenance of the bushfire management plan. That is the property owner’s ongoing obligation, not the consultant’s deliverable.

  • Qualification. Accreditation through BPAD (Bushfire Planning and Design Accreditation Scheme), administered by FPA Australia. Three levels: BPAD-1 (entry, BAL only), BPAD-2 (BAL plus bushfire reports up to BAL-FZ), BPAD-3 (full Performance Solutions including BAL-FZ).

Tolerances and acceptance

Deliverable the certifier and the council need:

  • BAL rating with calculation method shown (Method 1 inputs: vegetation classification, slope, distance).
  • Site plan annotated with assessed vegetation, APZ, distance from building.
  • AS 3959 construction requirements list flowing from the BAL rating (cladding, windows, decks, subfloor enclosure, water tank arrangements).
  • Bushfire report compliant with the state-specific policy (NSW PBP 2019 / Vic BMO / Qld SPP).

Acceptance failure modes:

  • Vegetation classification disputed by the council, RFS or state fire authority. Re-assessment required.

Common defects to look for
