Planning rules determine what you can build before the NCC says anything about how. This pillar covers the two main approval pathways for residential work, development applications and complying development certificates, plus the instruments that govern them: local environmental plans, development control plans, state environmental planning policies, and the overlays that sit on top of zoning (flood, heritage, bushfire, biodiversity, acid sulfate soils).

It is for builders tendering or managing jobs where DA conditions, setbacks, FSR, height limits, or site coverage ratios directly affect the build programme. Coverage extends to how state planning portals work in NSW (ePlanning), VIC (SPEAR), and QLD (MyDAS), and how to read a zoning certificate when a client hands one across.

Where planning rules vary between states, the articles say so explicitly, with separate treatment for the states where the variation matters. No generic national summary that dissolves into "check your LGA" footnotes. Chalkline is AU-specific because the rules are AU-specific.
