The building certifier typically requires it at the slab and frame critical-stage inspections before the build can proceed past those holds.
An engineer designs the structure, but the certificate is about what was actually built. At key stages the engineer (or their representative) inspects and then certifies that the work as constructed conforms to the engineering documentation:
- Footings/slab: reinforcement size, position, laps and starter bars, cover, concrete grade, founding, and any pier/edge-beam details before the pour.
- Frame: member sizes, fixings, bracing, tie-downs, and connections match the design once the frame is up.
The certificate is what the certifier relies on to clear the inspection stage; without it, the build is held.
The catch is timing: these are inspections before cover (before the slab is poured, before the frame is lined). The engineer has to see the work while it can still be checked and fixed, so they must be booked into the program at the right moment. Pour the slab before the reinforcement inspection and certification, and you have to either expose it again or wear an engineer’s assessment of uncertified work.
For a builder the practical points are to book the structural inspections into the critical-stage hold points (not after the pour), to have the work ready and correct when the engineer attends (reo placed, cover and laps right, frame braced and fixed), and to keep the certificates, because the certifier needs them to sign off and they form part of the compliance record. A failed or missed structural certification is one of the most expensive stage delays there is.
