R-Code ladder
R-Codes run R2 (rural-residential) through R10, R20, R25, R30, R40, R60, R80, R100, R160, R-AC. Each step roughly doubles density. R30 = suburban; R40 = medium density (dual occ); R60+ = infill/townhouse.

Two compliance pathways
