A planning property report is a free Victorian Government summary of the planning controls that apply to a specific lot. Generated in seconds via VicPlan (planning.vic.gov.au), it is the first document to pull on any Victorian site before engaging design consultants or lodging a planning permit application. The report covers:

  • Zone (GRZ, NRZ, RGZ, Commercial, Industrial, etc.) and the applicable planning scheme clauses
  • Planning overlays (Bushfire Management Overlay, Design and Development Overlay, Heritage Overlay, Flood Overlay, and others), each linking to the relevant schedule
  • Designated Bushfire Prone Area (BPA) in a separate section from the BMO, and both can apply to the same lot
  • Victorian Heritage Register listing, if applicable
  • Aboriginal cultural heritage sensitivity designation under the Aboriginal Heritage Regulations 2018
  • Responsible authority (the council that will assess a permit application)
  • Utility provider information

For a builder the practical value is that the overlays are the tell for referral authority triggers: a BMO means CFA referral, a Land Subject to Inundation Overlay often triggers Melbourne Water, a Heritage Overlay can trigger Heritage Victoria or the local council’s heritage advisor. Knowing the overlay picture before design starts avoids the most common Victorian permit delay: discovering a determining referral authority partway through assessment.
