EWP (Elevating Work Platform)

EWP: a mobile elevated work platform (scissor lift, boom lift, cherry picker) used at height. HRCW trigger, operator licensing, and safe use explained.

An Elevating Work Platform (EWP) is a mobile or fixed powered platform that raises workers to height. Common types on residential construction sites include scissor lifts (vertical rise only), boom lifts (articulated or telescopic, horizontal reach available), and vertical lifts. The term “cherry picker” is colloquial for a boom-type EWP.

Any EWP use where a person could fall more than 2 m is HRCW category 1 and requires a SWMS before work starts. Operating a boom-type EWP with a boom length over 11 m also requires a High-Risk Work (HRW) licence. Safe Work Australia’s Model Code of Practice: Elevating Work Platforms provides guidance on pre-start inspections, exclusion zones, ground conditions, and operator competency (verified 2026-05-10). On residential sites, EWPs are commonly used for external cladding, fascia and eaves, and upper-floor window installation where scaffold is not erected.
