A Complying Development Certificate (CDC) is a combined planning and construction approval for straightforward residential, commercial, and industrial development in NSW. It is issued by a private accredited certifier or council under the Environmental Planning and Assessment Act 1979 (NSW) and the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008, without requiring a merit-based assessment by council. Where a site and design meet the Housing Code standards, a CDC can be determined in as little as 20 days. For more complex or constrained sites (heritage, BAL-40/FZ, flood), a Development Application (DA) is required instead.
